I don't fully understand enough about X to give you definite "can" or
"can't" on this, but as I understand it, external programs can draw on
the root window but they can't get mouse/keyboard hits.
I think? Maybe I should look at the E file manager's code.
Though it seems strange that the enhanced WM spec added an extra method
for stacking windows at the "desktop" level if you could achieve the
effect without making your own window.
